The planning theme for 2011 was "Getting Our House in Order". Throughout the year, meetings were held with members to get feedback and fine-tune the "Strategic Plan For Rebirth." The elders were reorganized to care for flocks by city districts. An Administrative Council was created. Barriers were identified. Goals were established.
