In 2010 the congregation began a three-year project of self-examination and planning for the future that culminated in "A strategic plan for rebirth" published in March of 2013.
In the Addendum under "Frequently Asked Questions" the question is answered, "Why do we need rebirth?" It is explained that having come to the end of a "life-cycle" in which their former dream had been realized, and without a new dream, the congregation had been "aimless and shrinking".
In his doctoral thesis, Wyatt Fenno says: "During my three
plus years at Quail Springs, [2002-2005] I have observed a steady, revolving
door of church membership with people leaving Quail Springs
because they were upset about one thing or another." He attributes
the turnover to a lack of community, rather than to the various
innovations.
