In 1994 operational finances improved because of the debt restructuring and an economic upturn in the area. There was an operational surplus rather than a shortfall. Tensions developed between the finance committee, who decided to form a reserve against possible downturns, and the ministry staff who wanted to use more of the surplus for operational expenses.*
